New Temporary COVID Rules

Effective April 27, 2020, for customers who want to remove the LOFS restriction and are ready to obtain a provisional or regular driver license, the Department is offering eligible customers to complete their transaction by mail or email until driver license offices reopen.

If you are 16 or 17 years old and have a learner license, you must meet ALL of the following criteria:

* Have held a learner license for at least six months. This can be determined if the “F” restriction date on your learner license has been met.

* Have completed your classroom and behind-the-wheel driver as part of a Minors Driver Education Course. You will need to provide a copy of your DE-964 driver education certificate.

* Have completed your skills test with a third-party skills test provider. If you have not taken a skills test, contact your local provider from the list available here (hyperlink to list).

* Completed the Impact Texas Teen Driver education program within the past 90 days. You will need to provide a copy of your certificate.

* Complete a DL or ID Application for Minor (form DL-14b). A notary is not needed, as the Department employee serves as the notary for this application.

* Have a check or money order for $10 payable to the Texas Department of Public Safety. Include your license number and name to ensure proper credit.

NOTE: The Verification of Enrollment requirement is temporarily waived due to school closures.

If you are 18 to 24 years old, you must meet ALL of the following criteria:

* Currently hold a driver license with a “B” restriction for “licensed operator in the front seat”

* Have completed your Adult Driver Education (ADE) Course. You will need to provide a copy of your ADE certificate or DE-964 driver education certificate if you are 18 or older and completed the driver education course as a minor.

* Have completed your skills test with a third-party skills test provider. If you have not taken a skills test, contact your local provider from the list available here (hyperlink to list).

* Complete the Impact Texas Young/Adult Driver education program within the past 90 days. You will need to provide a copy of your certificate.

* Complete a DL or ID Application for Adult (form DL-14a). A notary is not needed, as the Department employee serves as the notary for this application.

* Have a check or money order for $10 payable to the Texas Department of Public Safety. Include your license number and name to ensure proper credit.

If you are 25 years or older, you must meet ALL of the following criteria:

If you meet all of the criteria above for your respective age group, you must complete the following steps:

Mail or email the following documents to the address below:
Your completed application.
The DE-964 or ADE driver education certificate, if required.
A sealed envelope with your skills test results from the third-party skills test provider, if you are mailing your documents. If you email your documents, include the name of the provider and the Department will contact the provider for the results.
The Impact Texas Driver Program certificate for your age group, dated within 90 days.
A check or money order for the appropriate fee. This must be mailed to the address below even if you email your documents.
Once the documents, test results, and fees are received, the Department will issue a new license and will mail or email your temporary permit. You will receive your card in the mail within two weeks.
If you email your documents, you must still mail the fee. An administrative flag will be placed on your record until payment is received. If the payment is not received, you will be required to pay it the next time you visit a driver license office.
